As you may be aware there has been a poll active for two months with the question regarding allowing non-VK/ZL registrations. The results are quite close but I consider them not to be significant enough to change the current practices. This is also based on past positive experiences of allowing overseas registrations if they closely follow the guidelines of proof of ID etc. Anyway that is what will formally happen from today (although this has been actual practice in the past). If you do not wish to deal with an overseas member then that is entirely your decision and should apply to all members you are not confident dealing with. Buyer Beware always holds true!
