They appear to be unused. Have measured them and they are in the range of 350-450uF, which appears to be within the -10% to 100% tolerances. I haven’t measured the two in the sealed bag.
"0180-0140" seems to be a HP part number for the 209A https://www.hparchive.com/Manuals/HP-209A-Manual-sn-818.pdf page 6-2. “C: fxd AI elect 300 uF +100% -10% 10 vdcw”
